Title: Director of Property Development

Reports To: Executive Director

FLSA: Full-Time, Exempt

Salary: Pay rate commensurate with experience

Job Purpose/General Summary:  The Director of Property Development will work collaboratively with the Construction Manager and Executive Director in leading the property development program. The Director of Property Development will be responsible for strategic and operational decisions made with a focus on project feasibility, budgeting, and schedule.

Essential Duties and Responsibilities:

Pre-development Strategy

  • Create and maintain a 2-year property inventory
  • Develop and maintain 3-to-5-year property strategy including future communities
  • Land budget creation and management
  • Identify and assess land and properties for acquisition
  • Perform financial analysis and develop pro forma statements for projects
  • Obtain and analyze pre-purchase reports such as environmental reviews or surveys
  • Complete property acquisitions through the offer and closing process
  • Acquire cost estimates on rehabilitation and new construction projects

Site development

  • Establish budgets and schedules for new housing projects
  • Manage the development of design plans, project plans, and project budget
  • Manage zoning, master development plan, platting and other required land entitlement processes
  • Manage land development activities from bidding through lots being ready to build
  • Arrange for contracted work on properties in line with budget
  • Inspect properties to ensure compliance with local housing and building codes

Fiscal Management

  • Monitor property assets and liabilities and property income and expenditures and advise the Executive Director accordingly
  • Prepare the annual property budget
  • Identify and write Federal, State, and City grants to fund the housing projects
  • Responsible for the administration and reporting requirements for all property grants

Relationship Management

  • Establish and maintain relationships with municipal staff, local real estate professionals, and local design and engineering professionals
  • Develop and maintain strong relationships with local contractors and material suppliers
  • Work with local builders and developers to leverage opportunities for partnerships
  • Work with community partners to obtain in kind donations of materials and services

 Required Skills and Abilities:

This position requires/prefers:

  • Minimum of a bachelor degree
  • Analytical decision making, collaboration, leadership, and management skills
  • Experience in land acquisition and development in a production builder environment
  • Knowledge of the Des Moines land market is highly preferred
  • Excellent verbal and written communications skills and effective public speaking.
  • Knowledge and experience in Low-Income Housing Tax Credits and other affordable housing financing opportunities
  • Strong understanding of compliance and regulatory issues related to property development utilizing Federal, State and local funding resources.
  • Highly organized, able to balance multiple demands
  • Construction knowledge and experience involving all aspects (carpentry, foundations, siding, roofing, skilled trades, finishing, painting, landscaping, etc.) of residential construction both remodels and new construction
  • Ability and willingness to work with, schedule, and manage subcontractors on the jobsite.
  • Some familiarity with computer systems and phone applications including use of e-mail and MS Office suite. Ability to learn and utilize software or technology as required.
